A highly regarded measurement professional, she is recognized as a select Evaluation Expert with U.S. Department of Health and Human Services, Health Resources and Services Administration (HRSA) Office of Performance Review (OPR), She works frequently with nonprofit or donor-based organizations for purposes of outcome mapping, grants management and/or evaluation reporting, logic model development, and capacity building.
An accomplished Senior Professional in Human Resources (SPHR), Holly has served as a volunteer item writer and reviewer for the Human Resource Certification Institute for more than 10 years and was a select contributor to its landmark anthology, The Rise of HR: Wisdom from 73 Thought Leaders (2015) published in collaboration with HR luminaries David Ulrich and Libby Sartain.
A certified ROI professional, Holly is a recognized evaluation expert with the Office of Performance Review and is an original member of the ASTD ROI Network Advisory Committee. An active member of the to International Society for Performance Improvement (ISPI) and a certified performance technologist, Holly currently serves as an elected member of the association’s Certification, Accreditation and Governance Committee and formerly served as editor of ISPI’s Performance Improvement journal for six years. She also designed the curriculum for human performance improvement studies with Drexel University’s HRD Graduate Studies program, where she serves as adjunct faculty.
Finally, Holly regularly shares her expertise with grant managers and nonprofits and is an elected member of the board of governors for Nonprofit Organizations & Executives. She is a sought-after speaker, an international workshop leader, and frequent author and guest blogger. Recent publications include the award-winning “Learning for the Long Run”, the “Talent Managers as Change Agents” chapter in the ATD Talent Management Handbook (2015), along with multiple contributions to other books in the field.
